Christof van Agt Ross is director of energy dialogue at the International Energy Forum in Riyadh, Saudi Arabia, where he advances cooperation between energy-producing and consuming countries. He coordinates the forum’s joint work with the International Energy Agency and OPEC on energy security, market stability and data transparency, including through the Joint Organizations Data Initiative. He also engages governments, industry and research institutions on energy transitions.
His expertise spans energy policy, regulation and governance. Previously, he was a senior research fellow at the Clingendael International Energy Programme in the Netherlands. He also held roles at the International Energy Agency, the Energy Charter Secretariat and the European Commission, focusing on the Caspian region, international negotiations and energy-sector assistance.
His career began in 1992 at Leiden University’s Institute for International Energy Law. He studied Russian and Eastern European affairs at Leiden.
