Expert in Policy & Strategic Planning
Ministry of Energy
Saudi Arabia
Hanan Wali is an Expert in the Gas Department within the Deputyship for Policy & Strategic Planning at Saudi Arabia's Ministry of Energy. She combines a strong technical foundation in Chemical Engineering with experience in energy policy and strategy, holding an M.S. in Chemical Engineering from King Abdullah University of Science and Technology (KAUST) and a B.S. in Chemical Engineering from the University of California, Irvine.
Her career began with industry exposure at Saudi Aramco and Dow Chemical Company, complemented by research at KAUST on clean combustion and desalination membranes. These experiences sharpened both her technical depth and her problem-solving approach. She then joined the Saudi Industrial Development Fund (SIDF) as a Technical Analyst, assessing the technical and financial feasibility of industrial projects across multiple sectors and gaining a broad view of how public sector decisions shape private sector outcomes.
Since joining the Ministry of Energy in 2020, her focus has shifted from the microscopic study of materials to the macroscopic management of national resources. She has been a key contributor to the development of the Kingdom's Integrated Energy Strategy, building the hydrocarbons supply–demand outlooks, and coordinating across deputyships to align the strategy's assumptions and targets. She also supports petrochemical investment efforts through incentive design and international outreach, contributing to three investments totaling SAR 2.6 billion in support of economic diversification.
