François-Régis Mouton de Lostalot-Lassalle

François-Régis Mouton de Lostalot joined the International Association of Oil & Gas Producers (IOGP) in January 2018. He is seconded to IOGP from TotalEnergies, where he was Vice President for Oil and Gas Advocacy. For the past eight years, he has led IOGP Europe, the Association’s policy, regulatory and advocacy arm in Brussels, representing the global oil and gas industry in its engagement with European institutions and policymakers. 

He brings over 30 years of international oil and gas, policy and regulatory experience, including senior roles with TotalEnergies in gas advocacy and European affairs, as well as experience with the World Bank Group’s Global Gas Flaring Reduction Partnership. He has also served as Chairman of GasNaturally, the umbrella organisation for Europe’s gas associations. 

François-Régis regularly represents the industry at senior-level conferences, policy debates and roundtables. His expertise includes the role of oil and gas in a decarbonised economy, CCUS, methane emissions and the EU Methane Regulation, low-carbon hydrogen, energy market reform, sustainable finance and corporate reporting.
